Mayumi Randall CNM, RN

President

Mayumi Randall is the President and Chief Operations Officer of HIES. With over 16 years of professional experience, she provides overall contract management and is responsible for HIES strategic commitments. As the founding Principal of the company, she is well versed in the environmental engineering consulting business and is knowledgeable with the requirements of government and private sector contracting. Ms Randall is formally trained in the Healthcare industry and has more than 14 years of health and safety and industrial hygiene related experience with the Department of Defense and Commercial sector operations.

Ms Randall has often been recognized for her achievements in many Hawaii publications.  Her bilingual capability and vision is utilized for developing business ventures in Japan and throughout the Pacific Rim. She has worked on a variety of government and private sector projects involving Environmental Engineering, International Management, and Green Sciences.

Arthur Yoshinaga MS Finance, MSBA, BSIB

Vice President

Mr. Yoshinaga serves as Vice President of the HIES Hawaii and Pacific operations.  He has over 25 years of professional experience in large-scale project management of environmental services, engineering, construction, and related disciplines including, GIS, finance, budgeting, cross-cultural management, environmental planning, and contract financing. Mr. Yoshinaga has routinely served as principal-in-charge and project manager for large DoD projects throughout the Pacific Rim in locations such as Okinawa, Japan, Singapore, Guam, South Korea, Philippines, and Samoa. Mr. Yoshinaga is responsible for overall management of a variety of complex Department of Defense and Commercial Environmental and GIS/IT IDIQ contracts for the HIES.

William S. Randall REM, REPA, PG, MSIE, BS Geology

Vice President

Mr. Randall serves as Vice President of the HIES Japan and Pacific operations, and routinely serves as principal-in-charge and project manager for military and commercial projects. With over 27 years of professional experience in project management managing environmental restoration and remedial action projects under CERCLA, RCRA and other regulations, Mr. Randall’s expertise includes environmental engineering and related disciplines including, analytical chemistry, hydrology, geophysics, geology, environmental planning, and engineering.

Mr. Randall is responsible for overall management of a variety of complex environmental projects, including CERCLA remedial investigations and feasibility studies, environmental assessments, long-term monitoring of CERCLA sites, specification writing, fuels infrastructure related projects, small arms range treatability studies, remedial design and remedial actions, groundwater quality studies, and environmental assessments and site investigations. Mr. Randall is credited for the design, installation, operation and maintenance of soil and groundwater remedial systems for various bulk fuel aboveground storage and underground storage tank projects throughout the Pacific. Mr. Randall is a RME, Geologist, and  a General Contractor with over 18 years of construction management experience in Japan, Hawaii and Pacific area U.S. Bases.

David Tomita BA

GIS Department Manager

Mr. Tomita serves as the GIS Manager for HIES. With over 25 years total of GIS experience, Mr. Tomita’s background is in photogrammetry, mapping, orthophotography, and GIS.  Mr. Tomita is experienced with DoD protocols mapping over 40 DoD locations in Hawaii, Japan and Okinawa under the programs of GeoReadiness, GeoBase and GeoFidelis with in depth knowledge of SDSFIE standards.  Mr. Tomita is responsible for the project management of all GIS and CAD related tasks for HIES.

Melissa Zavadil, MSIB, BSIB

International Marketing Project Manager

Ms. Zavadil serves as International Marketing Project Manager of the HIES Hawaii, Japan, and Pacific operations. Ms. Zavadil has vast professional experience in Quality Control Management, Logistics, Design, and Project Management of environmental, engineering, management, and construction services.  With eight years of formalized training in Total Quality Management, Ms. Zavadil is a highly qualified and DoD accredited quality control specialist with direct experience in Architecture and Engineering services. Educated in sciences and management, Ms. Zavadil is responsible for the  Logistics, International relations, Marketing,  Human Resources, and Project oversight of complex Department of Defense and Federal environmental and facilities projects for HIES. 

Berndt Nording BS Engineering

Engineering and Database IT Coordinator

Mr. Nording serves as the Sr Engineer and Database/IT coordinator for HIES in all locations.  Mr. Nording has over 25 years of experience in engineering and GIS fields in various capacities as project manager, engineer, designer and programmer in a wide range of areas including mechanical devices, electrical printed circuitry, microwave devices, geographical mapping, programming and web development.  Mr. Nording is responsible for most major engineering tasks, spatial and non spatial Database programming and management, CAD implementation and training, and engineering based GIS.
